CET Govora S.A., according to Government Decision no. 1005/2002, owns the part of SACET that includes the heat energy production source (heating power plant) and the transport network. An a nalysis of the district heating system at the level of the Râmnicu Vâlcea municipality highlighted a series of negative aspects of the system's operation, especially due to the low energy efficiency of the thermal networks, as a result of their over-dimensioning, but also of their physical wear, being implemented very obsolete for thermal insulation.In this sense, funding was obtained from the SOP Mediu and POIM for the project "Rehabilitation
